If you create an Express page with a Federated ID user, and then that user is no longer licensed, and you "Transfer" the page to a new user, the new user cannot republish that page with the same URL. This is problematic because one of our offices was using Express, and the old URL is embedded in grant proposals and various websites. If you delicense the original creator, you get an ugly 401 server error. I had to relicense the old user in order for the pages to appear. I wished the "Transfer" function actually allowed the same content to be republished at the original URL.
