Ability to choose which picture/text should move, when and how(layer)

I need the ability to create layer
Example:- i put a picture, on it- i put some text and some other pictures, i need the ability which will allow me to move anything, at any period, group or single item, in which i will be able to decide which picture/text move first, which picture/text move together, etc
