It's nice to say this from an altruistic view, but in reality there are many cases where users need to edit PDFs and have no access to the original document. For example our users have to lodge amendments to submitted patent specifications that are only available in PDF format.
We used Nitro for a while, but the latest version of Acrobat Reader (XI), makes significant improvements on text/layout editing. For basic page manipulation (rearranging, collating etc), we use an email management software product call inMailX
